Sir Philip Bobbitt is one of the most distinguished legal scholars in the United States. He has produced a number of seminal works on the American constitution. But his chosen remit goes further. His book, The Shield of Achilles, is a synoptic account of the growth of the modern state, its relationship with military power and the threats which it faces. His involvement with this subject matter has taken him into practical geopolitics. Under President Clinton, he served on the National Security Council and was subsequently knighted for services to Anglo-American relations.
This powerfully-argued piece ought to stimulate policy makers and security advisors in the direction of a necessary agenda. The author is certainly providing no grounds for comfort or complacency. The site is honoured to publish it.
